Ernest C. Pasour, plus connu sous le nom de E.C Pasour, est Professeur d'agriculture et des ressources économiques à l'Université d'État de Caroline du nord à Raleigh. Il a obtenu les diplômes de maîtrise et de doctorat en économie agricole respectivement à l'université du North Carolina State et à l'universités du Michigan State.
Durant ses études supérieures et au début de ses travaux de recherche en gestion des exploitations agricoles et en marketing agricole, son oeil était avant tout orienté vers l'aspect pratique des choses. Cependant, son point de vue de l'économie et de la recherche économique a commencé à changer après une année sabbatique dans le département d'économie de l'Université de Chicago. Là, il a pris connaissance des travaux de James Buchanan, de Gordon Tullock, de George Stigler et d'autres économistes de l'école du Public Choice qui insistent sur les implications de la séparation des pouvoirs et des responsabilités dans le processus politique de la réglementation. A la même époque, il a lu l'article de Friedrich Hayek : "L'utilisation des connaissances dans la société" et il commença à lire d'autres œuvres d'économistes de l'école autrichienne (Ludwig von Mises, Israel Kirzner, Murray Rothbard). Il s'enthousiasma pour le livre publié par James Buchanan, sur la théorie des coûts qui soulignait les implications de la nature subjective des coûts par l'influence des choix individuels. Il a commencé, alors, à utiliser ces idées de la nature subjective des coûts, de la séparation des responsabilités des pouvoirs politiques et de la dispersion des connaissances dans le processus politique afin d'analyser la réglementation gouvernementale en agriculture et dans les domaines connexes. Cette nouvelle approche autrichienne, ainsi que les thèmes abordés, furent très différentes de celles de la plupart des autres économistes des politiques agricoles.
