Floyd A. "Baldy" Harper (1905-1973) fut durant toute sa vie un défenseur des idées libérales. Il a commencé sa carrière en tant que Professeur de marketing à l'Université de Cornell. Il fut présent lors de la création du FEE (Foundation for Economic Education) où il fut économiste à partir de 1946. Il est présent lors de la première conférence de la Société du Mont-Pèlerin du 1er au 10 avril 1947. En 1958, il rejoint le Fonds William Volker, en supervisant les publications économiques du Fonds Volker. En 1961, il fonde le think tank, Institute for Humane Studies, où il est resté jusqu'à mort en 1973. Charles G. Koch vient, alors, suppléer à sa disparition.
