Roy E. Cordato est Président et chercheur à la Fondation John Locke. Il est diplomé d'économie urbaine et régionale de l'université de Hartford et il a un doctorat en économie à l'université George Mason à Fairfax. Il est également dîplomé en éducation musicale (Hart School of Music). De 1993 à 2000, il était professeur de philosophie des Affaires (Business Philosophy) à l'université de Campbell à Buies Creek, NC (USA). De 1987 à 1993, il était Economiste Senior à l'Institute for Research on the Economics of Taxation (IRET) à Washington, DC. Il était économiste à plein temps à l'université de Hartford et à l'université d'Auburn. Il a complété ses heures de temps de travail en étant assistant à l'université de Johns Hopkins.
Il est également membre de la société du Mont Pèlerin. Ses travaux ont contribué à faire avancer l'approche de l'école autrichienne.
