Russell S. Sobel

Russell S. Sobel est professeur d'économie à l'université de West Virginia à Morgantown (USA). Il est diplômé du Francis Marion College en (BA en 1990), et de l'université de l'État de Floride (Master en 1993 et Doctorat en 1994 avec une thèse sous la direction de Randall Holcombe]. Ses travaux principaux concernent les Finances Publiques, l'entrepreneuriat, l'économie du travail et l'économétrie appliquée.

Dans son article de 2008, il teste et confirme la théorie de William J. Baumol sur l'influence positive supérieure de la productivité entrepreneuriale de marché plutôt que de l'entrepreneuriat politique et juridique. Autrement dit, la prospérité économique d'un pays est supérieure lorsque l'entrepreneur exerce son potentiel d'innovation et d'échange plutôt que lorsqu'il capte des rentes politiques et juridiques. La réforme de la politique économique des différents pays désireux d'améliorer leur taux de croissance doit donc s'orienter vers l'analyse de la productivité entrepreneuriale pour comprendre les facteurs favorables à la croissance. Des entrepreneurs qui auraient plus tendance à engager leur énergie à capter des subventions, des contrats de pouvoirs publics ou à gagner des procès sont moins performants pour la croissance économique que des créateurs et des innovateurs. Par conséquent, les institutions doivent garantir la sécurité des droits de propriété, un système judiciaire équitable et équilibré, la libre exécution des contrats et des limites constitutionnelles efficaces sur la capacité de l'État à transférer des richesses par le biais de la fiscalité et de la réglementation.
