Théorie du management par les ressources

La théorie du management par les ressources (ou Resource based View Theory)[1] est une approche qui est apparue au milieu des années 1980 dans la gestion stratégique des entreprises grâce à des auteurs comme Birger Wernerfelt, Richard Rumelt et Jay B. Barney. Cette analyse est fondée sur les travaux initiaux d'Edith Penrose et de la théorie de l'organisation industrielle de l'école de Chicago (Yale Brozen, Harold Demsetz, Sam Peltzman).

Présentation de la théorie du management par les ressources

Selon la théorie du management par les ressources, le "développement de la'firme ne dépend pas seulement de son positionnement externe et du jeu des forces auquel elle est soumise, mais qu'une bonne part de son succès dépend aussi des ressources qu'elle a à sa disposition et qu'elle mobilise à sa façon au service de son offre pour ses clients"[2].

La notion d'équilibre économique, en particulier sous la forme d'équilibre concurrentiel, est une concept central dans cette approche. Comme la théorie économique néo-classique, il s'agit d'un critère d'analyse du bien-être avec quelques modifications. Car, la question clé de la gestion stratégique est généralement définie comme le problème de réaliser des avantages concurrentiels. Pour les agents économiques, et en particulier les entreprises, il s'agit de gagner (en efficacité) en se reposant sur le critère d'équilibre économique. Cette situation se caractérise par des conditions où des micro-entreprises homogènes ont un profit égal à zéro. En résumé, l'objectif central de cette approche est d'expliquer à long terme, les différences de performance en termes d'efficacité reposant sur les conditions de concurrence plutôt qu'en termes d'abus de pouvoir de monopole sur le marché, comme le font les économistes de l'organisation industrielle.

L'approche de l'organisation industrielle de Chicago fut explicitement mise au point dans les années 1970 en opposition ouverte à la théorie de l'organisation industrielle de Harvard qui était dominante dans les années 1960. L'entreprise dispose d'un avantage concurrentiel sur ses concurrents lorsqu'elle met en place une création de valeur inéxistante chez ses concurrents. Cet avantage concurrentiel est durable lorsque les concurrents sont incapables de créer cette même valeur. Pour Jay B. Barney, l'analyse des conditions dans lesquelles une telle situation d'avantage concurrentiel se produit est tout à fait en phase avec l'école de Chicago qui met l'accent sur les ressources (c'est-à-dire, les facteurs d'input) lorsque ceux-ci sont coûteux à intégrer. Toutes les différences de performance entre les entreprises sont explicables en termes de différence d'efficacité d'utilisation des ressources, ce qui conditionne les meilleures stratégies à adopter par une entreprise. La stratégie d'avantage concurrentiel d'une entreprise est donc plus un facteur du marché que le produit d'imperfections de ce marché.


Les critiques par l'école autrichienne d'économie

Comme le signale Nicolai J. Foss, les économistes autrichiens (Murray Rothbard, Friedrich Hayek, Israel Kirzner ou leur 'fellow travellers' comme Frank Machovec) ont toujours critiqué le rôle que le modèle d'équilibre concurrentiel continue à jouer en économie. Il sert, hélas, encore trop souvent de modèle de base et d'ultime critère normatif. Les auteurs autrichiens sont plus enclins à une méthodologie réaliste.

La théorie du management par les ressources, tout comme le paradigme SCP (structure-conduct-performance), se fonde sur des hypothèses où la demande est connue et constante et où la concurrence se situe dans un état stationnaire. Cela limite l'applicabilité et la prévisibilité du modèle. Abagail McWilliams et Dennis L. Smart en 1995 suggèrent l'adoption d'une analyse plus 'autrichienne' fondée sur l'incertain, avec une demande en évolution constante et dont la concurrence est analysée comme un processus. Ces auteurs montrent l'exigence de pénétrer dans la "boîte noire" et d'examiner le rôle essentiel du manager dans son rôle de maintenir un avantage concurrentiel durable.

La notion de déséquilibre n'est pas prise en compte dans la théorie du management par les ressources. Tous les phénomènes qui se rapportent à la gestion stratégique sont exprimés en termes d'équilibre. Comme insiste Israel Kirzner, la théorie néo-classique ne laisse aucune place à l'esprit d'entreprise puisque l'équilibre est toujours présent. Cependant, l'entrepreneur existe parce qu'il y a des déséquilibres. La compréhension de la dynamique du marché est sous-évaluée dans la théorie du management par les ressources. Elle est simplifiée à un exercice comparatif de situations statiques. Or, tout déséquilibre se caractérise par la transition d'un équilibre à un autre. Et, il n'est pas traité dans le modèle RBV. Ceci implique qu'il n'existe pas de processus de déséquilibre combinant les ressources de nouvelles façons (pour obtenir de nouveaux avantages concurrentiels).

Autre point que met en valeur l'école autrichienne, les attributs des ressources sont des données objectives dans la théorie du management par les ressources alors que, dans la réalité, les entrepreneurs font face à des données subjectives. Cette approche tend à nier la subjectivité de la connaissance et des plans individuels. Dans une perspective autrichienne, la contribution future de ressources, pour la création de la valeur et d'avantages compétitifs, n'est pas «l'information» en elle-même, mais repose sur une évaluation entrepreneuriale. Cette dernière est basée sur l'entrepreneur qui dispose de connaissances antérieures et différentes des autres entrepreneurs et également sur son cadre mental (schèmes), c'est à dire comment il applique ce processus d'évaluation. Autrement dit, les utilisations possibles des ressources ne sont pas objectivement données. Les solutions ne sont pas trouvables dans les caractéristiques propres des ressources, mais elles sont construites dans un cadre noétique[3]. C'est l'entrepreneur, dans le processus d'évaluation de ses missions qui réalise des avantages concurrentiels en fonction de l'intégration de certaines ressources. C'est le rôle que jouent les ressources dans les plans de productions qui en font des biens d'équipement et non l'inverse comme le stipule la théorie autrichienne du capital (Carl Menger, Ludwig Lachmann).

La théorie du management par les ressources adopte une conceptualisation étroite des activités concurrentielles. Hors Friedrich Hayek, dès 1946, critique le traitement des activités concurrentielles qui est implicite dans le modèle d'équilibre concurrentiel. Comme le note Greg Young, en 1995, économiste de l'université de la Caroline du Nord, la vie de l'entreprise et l'activité entrepreneuriale sont au cœur des préoccupations des auteurs autrichiens. Ces éléments jouent un rôle central dans la relation entre les ressources et les capacités organisationnelles menant à un avantage concurrentiel.


Giovanni Battista Dagnino et Arabella Mocciaro Li Destri, en 2004, se sont appuyés sur l'analyse autrichienne du temps pour montrer l'apport potentiel de cette approche à la théorie du management par les ressources. Ils ont souligné le caractère mono-temporel de la théorie du management par les ressources qui ne peut pas englober la totalité de l'analyse sur les comportements des acteurs. Ils proposent, donc, d'élaborer une vision multi-temporelles de l'entreprise. En omettant la notion du temps, il manque un lien implicite (ou explicite) sur les types comportementaux des acteurs qui influent sur la stratégie de l'entreprise. Par conséquent, le concept de temps est indissociable du succès ou de la survie de l'entreprise. Cette analyse développe des liens entre une interprétation statique et dynamique de l'entreprise, des relations de causalité entre la gestion stratégique et d'autres domaines de la recherche en management, comme les relatons temps et espace, la relation entre la stratégie et l'esprit d'entreprise, et les perspectives évolutionnistes de l'entreprise.


L'école autrichienne est une approche complémentaire, plutôt qu'opposée aux autres disciplines de la théorie stratégique, telles que l'économie de l'organisation industrielle ou la théorie du management par les ressources. L'école autrichienne, cependant, doit être davantage interprétée et transposée dans une perspective de management si elle veut être utile pour le développement de la théorie stratégique de la firme.
