Roger E. Meiners est professeur d'économie et de Droit à l'Université du Texas à Arlington. Il est également chercheur à l'Independent Institute et chercheur associé au sein du PERC.
Il a obtenu son Ph.D en économie au Virginia Tech et son J.D. à l'université de Miami. Il a été directeur du Centre des études politiques à l'Université de Clemson.
Roger Meiners explique comment la responsabilité, sous le régime de la Common law, protège les individus contre la pollution. Il affirme que l'abolition de la Common law avec l'apparition du Clean Water Act fut très nuisible.
