Après des études en Israël et un travail d'économiste pour le gouvernement israélien, Yoram Barzel est venu soutenir sa thèse en 1961 à l'université de Chicago. Il a ensuite réalisé toute sa carrière à l'université de Washington.

Il est reconnu dans le monde universitaire pour son apport du concept de "mesure" (1963a, 1963b, 1964, 1968, 1969a, 1969b, 1972, 1973a, 1973b, 1982) dans la productivité et dans l'efficience. Il a introduit ce concept, par la suite, dans la théorie des coûts de transaction (1977a, 1982a, 1985, 1987, 2000a, 2004a, 2004b). Il a établi le lien entre innovations et brevets (1968b, 1971, 1984) qu'il considère abusivement comme des Droits de propriété (1989, 1992, 1994, 1999, 2000b, 2000c, 2000d, 2003a, 2003b, 2004c). Il a effectué ses recherches sur les biens publics (1969c, 1971b, 1972b, 1974), sur la théorie de la demande (1992), sur la théorie de l'organisation industrielle (1970, 1977b et c, 1979, 1981, 1984b, 1987b, 1992c, 1999b)
