John Semmens

John Semmens est chercheur à l'Independent Institute et il a travaillé au Centre de recherches sur le transport en Arizona (Arizona Department of Transportation (AzDOT)) durant 32 ans.

Dans un livre portant sur l'amélioration de la gestion des routes, dont la collection d'articles fut dirigée par Gabriel Roth, John Semmens explique pourquoi les autorités locales disposent de faibles incitations à arrêter les conducteurs sans assurance. Il propose des solutions peu coûteuses, telles que le développement des plaques d'immatriculation dont les assureurs pourraient "désactiver" à distance pour que les conducteurs sans assurance puissent être rapidement appréhendés.
