Chiaki Nishiyama, économiste japonais, fut président de la société du Mont-Pèlerin de 1980 à 1982, succédant à Manuel Ayau et laissant sa place à Ralph Harris. A l'université de Chicago, il eut Friedrich Hayek comme directeur de thèse. Ils partagent ensemble, leur intérêt pour Bernard Mandeville. Il enseigne en tant que Professeur émérite à l'université de Rikkyo (Tokyo).
Il publie en compagnie de Kurt R. Leube, The essence of Hayek (1984).
