Jeffrey Rogers Hummel est un historien et économiste américain. Libéral et scientifique, il faisait partie du bureau éditorial du Journal of Libertarian Studies.

Il s'engagea dans l'armée américaine à la fin des années 70 après son diplôme d'histoire en 1971 au Grove City College. Puis, il fut directeur de publication pour l'Independent Institute, à Oakland (Californie). A la fin des années 1980, il fut chercheur à l'Institution Hoover, à l'université de Stanford jusqu'en 2002. Il a soutenu sa thèse d'histoire économique en 2001 à l'université d'Austin dans le Texas. Il a enseigné à l'Université Golden Gate et à l'université de Santa Clara avant de rejoindre en 2002, l'université de San José.

Ses recherches portent sur la macroéconomie, l'histoire et la théorie monétaire, la défense et l'économie de guerre, l'histoire économique américaine dont la guerre civile et l'esclavage.

Jeffrey Hummel est l'auteur de "Emancipating Slaves, Enslaving Free Men: A History of the American Civil War (Chicago: Open Court, 1996)" (Emancipons les esclaves, asservissons les hommes libres : une histoire de la guerre civile américaine). Dans ce livre, il montre que la Guerre Civile aux États-unis n'était pas nécessaire pour la libération des esclaves. Malheureusement, la guerre a eut un effet néfaste sur la croissance du poids de l'État dans l'économie. Jeffrey Hummel montre que l'esclavage était sur le déclin bien avant la guerre civile et que nous serions probablement arrivés au même résultat sans le carnage de la guerre de Sécession.
