Richard M. Ebeling est né en 1950 à New York City. Il a obtenu ses premiers diplômes en économie (B.A) à l'Université d'État de Californie à Sacramento (1976). Il poursuivit ensuite ses études (M.A) à l'Université Rutgers (1980). Et, il a conclu ses études par un doctorat (PhD) à l'université du Middlesex, à Londres, en Grande-Bretagne. Depuis, la retraite d'Israel Kirzner, Richard Ebeling est le doyen des professeurs de l'école autrichienne en activité.
Il fut enseignant adjoint de 1979 à 1981, à l'université Rutgers puis à l'Université Nationale d'Irlande à Cork (1981–1983). il fut Professeur assistant en économie à l'Université de Dallas (1984–1988), et Professeur d'économie à Hillsdale College (1988–2003) dans le Michigan (Chaire Ludwig von Mises). Il fut chercheur au Mackinac Center, et à partir de mai 2003, il dirigea la FEE (Foundation for Economic Education) jusqu'en 2008. Ses écrits ont été traduit dans plusieurs pays : Brésil, Grande-Bretagne, Pologne, Lituanie et Russie.
En 1991, Richard Ebeling fit 6 voyages dans l'ancienne Union Soviétique, en tant que consultant du gouvernement de Lituanie et auprès des membres du parlement russe à Moscou sur les sujets de la réforme du marché et de la privatisation de l'économie socialiste. Il était présent à Vilnius, en Lituanie, en janvier 1991 et fut témoin de l'intervention militaire russe lorsque 13 lituaniens furent tués. Il était à Moscou en août 1991, lors du coup d'État manqué et il fut derrière les barricades avec les défenseurs de la liberté au parlement Russe.
En 1996, il a découvert les "papiers perdus" de Ludwig von Mises dans les archives secrètes de la KGB à Moscou. Il a effectué des copies qu'il a rapportées aux Etats-Unis, ce qui représentait une collection de plus de 10.000 pages inédites. Cet ensemble fut publié en plusieurs volumes sous l'intitulé de "Selected Writings of Ludwig von Mises".
