Bellikoth Ragunath Shenoy ou B. R. Shenoy est né le 3 Juin 1905 à Karnataka, près de Mangalore en Inde. Il est décédé le 8 février 1978. Il était le père de l'économiste de l'école autrichienne, Sudha Shenoy.

Biographie

Bellikoth Ragunath Shenoy a fait ses études à l'Université hindoue de Bénarès (où il fut major à l'examen MA Economics en 1929) et plus tard à la London School of Economics (LSE). En tant qu'étudiant, il a participé activement à la lutte pour la liberté et il fut emprisonné à Nagpur, où il est entré en contact étroit et sous l'influence de Pandit Madan Mohan Malaviya.

À la London School of Economics (LSE) de 1929 à 1932, B. R. Shenoy est inspiré par les idées du professeur Friedrich Hayek. Au cours de cette période, deux de ses articles, "une équation pour le niveau des prix des nouveaux biens d'investissement" (1931) et "L'interdépendance des niveaux des prix" (1933) sont parus dans Quarterly Journal of Economics, ce qu'il l'a établi comme un économiste monétaire prometteur. Il fut le premier économiste indien à voir son article publié dans une revue scientifique majeure.

Après son retour en Inde, le professeur B. R. Shenoy a enseigné à Wadia College (Pune), au Gujarat College (Ahmedabad) en Inde ainsi qu'à l'Université de Ceylan. Il était associé à diverses institutions du gouvernement de Ceylan (aujourd'hui Sri Lanka), y compris la Commission sur l'unité monétaire et le ministère du Commerce. En 1942, il est nommé comme principal, au LD Collège des Arts, à Ahmedabad, puis il a intégré la Banque de Réserve de l'Inde en 1945. Au cours de cette période de responsabilité bancaire de haut niveau, il était le représentant en Extrême-Orient du FMI (1948) et directeur exécutif suppléant du FMI ainsi que de la Banque mondiale (1951-1953).

Le "Hayek indien"

La lutte de Bellikoth Ragunath Shenoy contre le protectionnisme et la planification dans l'économie indienne s'explique dans le contexte des cadres culturels et historiques existant en Inde. Depuis les années 1930, L'inde vivait sous un système de planification du développement économique et il a été renouvelé après l'Indépendance en 1947 impliquant notamment le secteur industriel. Il y avait très peu d'opposants à cette politique économique mais parmi eux, s'élevait l'économiste libéral Bellikoth Ragunath Shenoy, le père de Sudha Shenoy.

En 1954 le professeur B. R. Shenoy a rejoint l'université Gujarat, en tant que premier directeur de la faculté des sciences sociales, une position qu'il a maintenue jusqu'à 1968. Au cours de cette période, il a apporté des contributions substantielles aux débats Indiens sur la politique économique, principalement écrites dans sa «Note sur la dissidence au deuxième plan quinquennal" et à l'Université de Madras, une conférence intitulée "Les problèmes et le développement économique des Indiens". Il a lancé une critique cinglante au deuxième plan central en 1955-1956, tant dans les fondements de la planification en général et des dangers, en particulier, de toute chance de développement économique de l'Inde à cause de l'intrusion du gouvernement. À partir des années 1950 jusqu'à la fin de sa vie, au moment où le gouvernement indien présumait que la richesse pourrait être créé par la simple création d'argent, B. R. Shenoy a été un critique inflexible de la manipulation monétaire et de l'inflation.

Sa remarquable contribution aux diverses questions de politique comme les importations de produits alimentaires (PL480), le financement du déficit budgétaire et commercial, l'inflation et le développement économique furent remarquées par sa compétence technique et sa capacité d'analyse, indique de lui, Peter Bauer. Après avoir quitté l'Université de Gujarat en 1968, il a fondé le "Centre de recherches économiques" à Delhi et il a adopté, sans relâche, la cause du libéralisme en Inde. Il était président de l'Association Economique Indienne dès 1957 et membre de la société du Mont Pèlerin. À bien des égards, indique K. J. Udeshi, B. R. Shenoy fut le Hayek indien. À l'instar de Friedrich Hayek, B. R. Shenoy a lutté pour des causes qui lui étaient chères. Il a combattu durant toute sa vie, dans une ambiance intellectuelle socialiste, contraire à ses principes. Esseulé, il a tenu ferme face aux pressions et aux maneuvres politiques qui désiraient le placer à l'écart du débat scientifique. Cependant, il n'a pas eu la chance comme Friedrich Hayek d'être tardivement reconnu et honoré par ses détracteurs. il n'a pas vécu suffisamment longtemps pour voir le redressement dans la politique indienne après 1991.
