Randall G. Holcombe, né en 1950, est un économiste américain qui unit les recherches de l'école du Public Choice et de l'école autrichienne d'économie.

Il a mis en exergue l'effet de « déversement » de l'entrepreneuriat. Quand les entrepreneurs exploitent des opportunités de profit, ils créent simultanément de nouvelles opportunités entrepreneuriales pour d'autres exploitations de profit. Le processus entrepreneurial est tributaire d'une structure incitative qui encourage l'aspect entrepreneurial de l'action humaine. En outre, la dimension entrepreneuriale de l'action humaine est, en un sens, autonome, car elle crée un environnement de nouvelles découvertes.

Randy Holcombe soutient que l'entrepreneur innovant ne peut pas s'empêcher d'agir en tant que leader vis à vis d'autres entrepreneurs potentiels, y compris ses concurrents potentiels. Les individus entrepreneurs sont attentifs aux opportunités créés par l'exemple entrepreneurial d'un ou de plusieurs autres individus ou organisations. Aussi, les autres entrepreneurs peuvent reconnaître les erreurs ou les insuffisances dans son modèle économique (prévision de bénéfices réalisés par l'entrepreneur) ou de la possibilité de l'appliquer dans un autre secteur d'activité. Par exemple, le succès de McDonald a donné lieu à l'apparition de Burger King, de Taco Bell ou de Quick en France. A chaque fois qu'un entrepreneur saisit une nouvelle opportunité, une opportunité pour de nouveaux marchés est créée. Quand un entrepreneur occupe une niche de marché, des ressources sont mobilisées, et aussi l'opportunité de créer des produits ou des services complémentaires, en conséquence. Ainsi, l'entrepreneur est un "équilibreur" au sein de son marché et, simultanément, un catalyseur d'activités pour l'économie dans son ensemble. Richard Holcombe (1998a, 1999a) explique la croissance comme une combinaison de mouvements adaptatifs et perturbateurs par respectivement, des entrepreneurs Kirzneriens et Schumpeteriens. Il reprend la théorie de la croissance d'Israel Kirzner et l'étend dans le contexte d'une croissance à long terme. La croissance devient un processus auto-renforcé où les découvertes entrepreneuriales créent de nouvelles opportunités. Une découverte entrepreneuriale incite le dynamisme de l'économie en modifiant l'environnement pour les autres entrepreneurs. Dans une autre élaboration, Richard Holcombe (2003a, 2003c) souligne le rôle important du cadre institutionnel dans l'incitation des individus à rechercher de manière délibérée les opportunités.
