William Happer est un physicien américain. Il travaille au sein de la faculté de physique atomique de l'université Princeton aux Etats-Unis. Il a en particulier travaillé sur les sujets liés à l'effet de serre (absorption et émission de radiations visibles ou infra-rouges).
Il est très critique de la théorie de l'origine humaine du réchauffement climatique, et rappelle en particulier que le dioxyde de carbone n'est pas un polluant.
En juillet 1991, il a été nommé directeur de la recherche du département de l'énergie américain. En 1993, il témoigne devant le Congrès, soulignant que les données disponibles ne soutiennent pas l'alarmisme régnant sur le réchauffement climatique. Sa remise en cause de la doxa du réchauffement climatique lui valut d'être immédiatement licencié par le vice-président américain d'alors, Al Gore[1].
Il est titulaire d'un doctorat en physique de Princeton et a publié plus d'une centaine d'articles académiques
