Peter Bernholz est un économiste qui enseigne à l'université de Bâle, en Suisse. Méthodologiquement assez proche de l'école du Public Choice, il s'est intéressé à de nombreux sujets dont le fédéralisme concurrentiel, à la constitution européenne, particulièrement aux règles de politique monétaire intégrées dans la constitution.

L'économiste suisse est aussi un expert sur le sujet de l'hyperinflation. Il a étudié tous les dossiers importants de l'hyperinflation durant l'histoire. Selon lui, le point de basculement se produit lorsque le déficit d'un gouvernement dépasse les 40% de ses dépenses. Peter Bernholz a exploré les caractéristiques des inflations, en comparant les cas historiques de l'époque romaine jusqu'à nos jours. Il en conclut que les niveaux élevés de l'inflation sont causés par les biais inflationnistes des systèmes politiques. Il démontre que certains traits macro-économiques sont présents et illustrent les causes des inflations au cours des siècles : le développement du niveau réel de la monnaie, du taux de change réel, du déficit budgétaire réel et des substituts à la monnaie. Il explique que les régimes monétaires métalliques suscitent des inflations substantielles. L'Empire romain du 4ème siècle, avant Jésus-Christ, a connu la plus élevée d'entre elles. Les hyperinflations de l'époque moderne (étude de 29 d'entre elles) se sont produites dans des régimes discrétionnaires de production de papier-monnaie. Peter Bernholz préconise des mesures de réformes économiques et institutionnelles pour mettre fin aux inflations élevées, puisque les systèmes politiques ont, de façon naturelle, des tendances inflationnistes.

Il soutient l'initiative suisse d'introduction d'un franc-or qui circulerait parallèlement avec le franc suisse[1]
